Hudson Bay Railroad Set for Repairs – Needs Money

If money becomes available, Hudson Bay Railway could begin repairing the damaged tracks between Churchill and Gillam as early as September according to HBR President Sergio Sabatini. He confirmed with the Canadian Transportation Agency on August first that HBR has begun soliciting contracting bids to repair the washed out tracks but the money is not there to cover the costs of the work.

A  report to the Canadian Transportation Agency (CTA), ordering HBR to start repairs by July 3 this year stated the process began with track inspection June 11 and June 12 by independent auditor AECOM. HBR prepared request proposals (RFP) and submitted them on June 28 to six pre-screened eligible contractors. Four of the six contractors attended a mandatory site visit on July 12 – 13. AECOM responded to technical questions form the contractors through July and bids were submitted and by August 3rd. AECOM stated it was “confident there will be multiple bids and methodologies to consider.”

Hudson Bay Railroad states that a substantial amount of repairs can be finished this year and then concluded by mid-2019. The goal is to restore limited service during this winter and then have full service soon after that when repairs conclude. Again, the report painstakingly reiterated facts that money was currently not available to initiate a definite repair plan.

“As the agency is aware HBR does not have the financial capability to undertake the full repairs of the damage to the railway caused by the spring 2017 flood,” Sabatini wrote. “HBR and its shareholders have been in discussion with the federal government and a potential buyer with the objective of ensuring that the necessary funds are in place to fully repair the Gillam to Churchill line and resume operations as expeditiously as possible.”

A Manitoba First Nations group has formed a partnership with an independent company to establish the reopening of the rail line to Churchill and potential operation of the grain port in Churchill.

Heard that before? Well, this time we might be in for the real thing.

A recent press release confirms that a consortium of Manitoba First Nations, led by Peguis First Nation Chief Glenn Hudson, will partner with iChurchill Inc., a private Canadian company, entering into an acquisition agreement with Denver-based Omnitrax, to take over control of the Port of Churchill and the Hudson Bay Railway.

“The port has got all of the grain handling equipment and simply said, the first thing we want to do is resume that commercial activity,” said Louis Dufresne, president of iChurchill Inc., in a phone interview Friday.

Northern residents of the town of Churchill along with Indigenous leaders say the railway and port are crucial to the existence of towns and all First Nations in northern Manitoba.

Last May, a year ago, the Hudson Bay rail line owned by Denver-based Omnitrax sustained flood damage from the spring melt of two late-season blizzards. The damage was estimated at nearly $60 million and Omnitrax balked at its contract to repair the damage and therefore reopen the train line to Churchill. Soon after, a native group under the name Missinippi Rail LP, a consortium of about 15 Manitoba First Nations, signed an informal agreement to purchase the port and rail line for $20 million. Further strengthening their offer and position, the group enhanced their buying power by joining with One North, a group representing First Nations and communities served by the Hudson Bay line.

With that deal seemingly dormant and not gaining any momentum, this new one is being praised by Manitoba Premier Brian Pallister.

“Hopeful always when I hear these announcements, but of course like the people of Churchill, I just really would like to see the rail line rebuilt and the port reopened with solid commitments with whoever is going to take charge of the ownership that they are committed for the longer term.”

Now, iChurchill Inc. is hoping to formalize and seal the agreement by mid-June in order to commence repairs and reopen the line in time for the fall polar bear season. These details have not been confirmed by Omnitrax as of yet,

Communities have been suffering for a year now with increased costs of transporting goods to the outlying towns in the north. The isolation has touched everyone’s lives in every community. With another end of this dilemma in sight, people have been given hope once again.

iChurchill Inc. is expected to release more information today regarding plans for repairing the rail line and potential reopening of the port at a Winnipeg press conference.

Any new agreement would need approval from the federal government. Federal Natural Resources Minister Jim Carr is expected to release a statement Friday.

2018 Hudson Bay Quest Canceled

For a second consecutive year the Hudson Bay Quest dog sled race, that runs from Churchill to Gillam every March, has been canceled. The ongoing saga of a washed out train line, known as the Hudson Bay Line, after runoff from two late-season blizzards in 2017 has again wreaked havoc on the region’s lifestyle. Without the train line to transport dogs and supplies for mushers, the expenses would be too steep for those wanting to compete.

“Normally what would happen was we would have our sponsors bring the mushers’ dog teams either to Churchill or from Churchill, depending on which direction the race was going,” said Bill Dingwall, Hudson Bay Quest committee chair.

“But this year, without the train, we couldn’t guarantee that the teams would either be able to get to the start or the finish, or home from the finish.”

The alternative would be returning by land with the dog teams after the race finishes and the cost for most mushers would be prohibitive

“That was quite a daunting task for a lot of the mushers and it would have cost them a lot more money,” said Dingwell.

“Once we put out that you’d be on your own to get to the start and home after the finish, I think it was an easy decision for a lot of the guys.”

Last year the Quest was canceled as well by one of the severe blizzards that buried the open tundra and made the trail too treacherous to run the dog teams.

“We were very disappointed last year because it was such a last minute decision to cancel,” he said. “This year we knew going in not having a rail line was going to be extremely hard to do with logistics of moving mushers, moving handlers, moving even our race marshal, our vets, and everybody … It wasn’t safe to do it, honestly.”

The Hudson Bay Quest is well known among the heartiest mushers as one of the most challenging races in North America. it annually draws mushers from all over the world and some use it as a stepping stone to bigger races such as the Iditarod and the Yukon Quest. On a smaller scale, mushers are self – sufficient out on the land just like those races.

“It’s not as long [as others] but it’s a hard race … It’s so hard that if you finish the race, you get your registration money back. Doesn’t matter when you finish, we have a timeline, but if you finish we give your registration money back just because it’s that much of an accomplishment, we feel.”

In a “normal year”, which in the north such a phrase carries a completely different meaning, the Quest will draw from 12 – 16 mushers and dog teams. This year only four had entered this far and three of those opted to defer their registration fees to next years event with the hope that the train line will be repaired and the region will be back in business. A decision to only proceed this year if a minimum of six racers entered was made early on. With the deadline to enter looming race organizers officially pulled the plug on this one.

The race has been an iconic event for the region for a long time and once the rail line is repaired it will happen again. Churchill, in particular, has suffered extensively from the lack of train service. The polar bear season was a needed boost to the morale and economy of the town but a long-term solution is needed. Town officials expect news soon on the transfer of the port and accompanying rail line and the future of the Hudson Bay Quest.
